ARTICLE OF THE NEWSPAPER SUR 28/10/2020- EXCEPTIONS AND OBLIGATIONS UNDER CURFEW AND PERIMETER CONFINEMENT
These are the documents required to justify travelling under curfew and perimeter confinement
There are exceptions that allow movement even at times or situations where it is limited. However, this must be proven
Spain is under curfew and, in the case of Andalusia, it seems increasingly likely that the perimeter of the community will be closed during the All Saints’ Day, as President Juanma Moreno announced on Tuesday. Mobility is therefore reduced and there are only certain exceptions where travel is permitted. However, they must be duly justified.
These would be the only exceptions to entering or leaving Andalusia in the event of closure, i.e. you can go to work, to a health centre, to care for elderly or dependent people or even to fill up with petrol if the activity requires it. The police can arrest any citizen who does not comply with these exceptions, unless he shows a document that proves he can be on the street at that time.
There are different proofs that can be shown and that authorise mobility at curfew or to enter or leave an area where the perimeter is closed. Although each autonomous community can set its own, in general terms these are the most common:
-It is possible to go to a hospital or a pharmacy, but to justify it if we are stopped by the police we can show both the medical flyer provided and the ticket for the medicine we have had to buy.
There is no single state-level document for going to work, but the same document that was put into circulation in the state of emergency in the spring is valid. Anyone can download it through this link. However, the document must be filled in by the company on behalf of the worker so that he or she can have the laissez-passer.
-Returning to the habitual residence is possible as long as a census certificate or ID card is shown. However, the agents may ask us if we have made the journey in any of the cases that are permitted.
-If we are going to care for dependent people, we can use a certificate of dependency of the person in question, but if we do not have it, the agent may even accompany us to the home of the person we are going to care for.
-If we go to a petrol station because we need to fill up our vehicle, this is justified with the ticket and as long as it has been filled up to make any of the exceptions allowed by the curfew.
