These are the four phases of government de-escalation

PHASE 0. May 4

Activity or scope
Labor	Preferred telecommuting where possible. Staggering at the entrance and exit of work centers.
Personal	Walks for children, adults and cohabiting. Care of family gardens for self-consumption. Also municipal.
Social services	The incorporation of social workers will be completed given its importance in the protection of vulnerable groups.
Education, universities	Online or distance education will be promoted.
Science and innovation	Without changes
Retail trade and service provision	Opening of establishments by appointment for individual customer service. Preferential hours for people over 65.
Hospitality, restaurants and cafes	Opening of restaurants and cafes with takeaway delivery. Consumption will not be allowed on the premises.
Hotels and tourist accommodation	As until now, the activity is not allowed except for already regulated exceptions.
farming	Without changes
Cultural and leisure activities	Opening of files.
Professional and federated sport	Individual professional and federated trainings. Basic training of professional leagues.
Non-professional sport	Activity without contact (bike, running, skating, surfing …) individual and with adequate protection (distance, mask).
Religious places of worship	Without changes
Urban and peri-urban mobility	Progressive increase of frequencies in public transport, especially in rush hour.
Medium distance land mobility	Limitation of services to 30% compared to the normal period. Special attention to people with disabilities.
Marine transport	Current conditions continue. In the distribution of seats, special attention will be paid to people with disabilities.

PHASE 1. May 11, May 18th in Marbella

Activity or scope
Labor	Analysis of the occupational risk prevention requirements necessary in the activities, adapted to the Covid-19.
Personal	Social contact in small groups for people who are not vulnerable or with previous pathologies.
Social services	Progressive reactivation of social services, with priority attention to the most disadvantaged groups.
Education, universities	The educational centers will open for disinfection, conditioning and preparatory work for teachers.
Science and innovation	Seminars and conferences, respecting the social distance of more than 2 meters and with less than 30 attendees.
Retail trade and service provision	Generalized opening of premises and commercial establishments with limited capacity and security distances.
Hospitality, restaurants and cafes	Opening of terraces with 30% of the usual tables. They may be expanded if the corresponding municipalities allow it.
Hotels and tourist accommodation	Opening without use of common areas and with restrictions on restoration. Disinfection and reinforcement of hygiene standards.
farming	Opening of activities in the agri-food and fishing sector that maintained restrictions.
Cultural and leisure activities	Libraries. Acts and shows for less than 30 people, 200 if they are outdoors. Museums will open with capacity limits.
Professional and federated sport	Opening of high performance centers with reinforced hygiene and protection measures and, if possible, shifts.
Non-professional sport	Outdoor centers without public (athletics, tennis …). Individual sports by appointment without contact or use of changing rooms.
Religious places of worship	Limitation of a third of the total capacity of the temple.
Urban and peri-urban mobility	Public transport at 80-100%. Management measures for passenger demand with a reference load factor.
Medium distance land mobility	Service offer limitation to 30%. Occupancy limitation to 50% of vehicles. Ban on catering on trains.
Marine transport	Occupancy: 50% or seat separation more than 2 meters. 100% in cabins as long as they are occupied by families.

PHASE 2. May 25

Activity or scope
Labor	Without changes
Personal	Trips to second homes are allowed as long as they are in the same province. Weddings with limited number of attendees.
Social services	Visits of a relative to people with disabilities in residences and sheltered housing, except in nursing homes.
Education, universities	Opening of Infant up to 6 years for families whose parents work. Special education centers open. EBAU.
Science and innovation	Seminars and conferences with less than 50 attendees. Opening with limitations of residences for researchers.
Retail trade and service provision	Opening of shopping malls to the public, prohibiting their stay in common areas or recreational areas.
Hospitality, restaurants and cafes	Consumption on the premises with table service with separation between customers at table and between tables. Limitation to one third of the capacity.
Hotels and tourist accommodation	Opening of common areas limited to 1/3 of capacity except restaurants and cafes, with their own restrictions.
farming	Resumption of sport hunting and fishing.
Cultural and leisure activities	Cinemas, theaters and auditoriums with pre-assigned seats, with a capacity limit of 1/3. Capacity increases in other activities.
Professional and federated sport	Basic training in federated non-professional leagues, and total training in professional leagues. Games behind closed doors and broadcast.
Non-professional sport	Outdoor sports appointments with limited capacity (such as Culture). In closed places, without public and in sports without contact or low risk.
Religious places of worship	Limitation of half the capacity of the temple.
Urban and peri-urban mobility	Without changes
Medium distance land mobility	Without changes
Marine transport	Without changes

PHASE 3. June 8

Activity or scope
Labor	Protocols for face-to-face reincorporation to companies for work activity, with staggered hours and conciliation.
Personal	Social contact for people not vulnerable or with previous pathologies. Protective measures for specific vulnerable groups.
Social services	A de-escalation forecast will be made and the revision of the nursing home model will be addressed.
Education, universities	Without changes
Science and innovation	Seminars and conferences with less than 80 attendees. Outreach activities and workshops, with restrictions.
Retail trade and service provision	The ban on the use of common areas and recreational areas of shopping centers is lifted. Capacity at 50%.
Hospitality, restaurants and cafes	Capacity will be expanded to 50% of capacity. They can open night bars and discos with a third of the capacity.
Hotels and tourist accommodation	The common areas will admit half of their capacity. Cafeterias and restaurants will maintain the restrictions of their sector.
farming	Without changes
Cultural and leisure activities	Cultural events and shows, theme parks and outdoor entertainment for less than 800 people, all seated.
Professional and federated sport	Average training in federated non-professional leagues.
Non-professional sport	Outdoor dating like Culture. Indoor, only moderate risk sports. The parties, with a 1/3 capacity and separation.
Religious places of worship	Without changes
Urban and peri-urban mobility	All public transport services at 100%.
Medium distance land mobility	Possible increase in vehicle occupancy (buses and trains).
Marine transport	The limitation of not boarding passengers on ferries is removed. Nautical recreational activities are authorized.
